OAuth consent unbundling rolled out to pre-2019 Cloud projects using Ads APIs from May 1, 2025

Google Cloud projects created before 2019 that use Ads-related APIs (including the Google Ads API scope) gained granular OAuth consent starting the week of May 1, 2025, so apps requesting multiple scopes must handle partial user consent.

Not affected: existing refresh tokens, single-scope apps, manually authenticated apps, and service accounts. Developers were told to use include_granted_scopes and implement incremental authorization.
