Search and SearchStream began returning query_resource_consumption and field_mask for empty results

Starting the week of August 4, 2025, GoogleAdsService.Search and SearchStream in all API versions return the query_resource_consumption metric and field_mask even when a query returns no rows, changing the shape of empty responses (SearchStream returns an object instead of an empty array).
