Explorer Access tier launched, giving new developer tokens immediate production-account access

Most new Google Ads API developers now receive Explorer Access on completing onboarding, allowing work with live accounts immediately (2,880 operations/day) with restrictions such as no account creation or keyword planning. Basic and Standard Access remain available by application; existing developers are unaffected.
